Board members and remit

The Community Insulation Board
All decisions on the order of priority for insulating community buildings will be made by the Community Insulation Board (CIB).

The CIB has responsibility for the following areas:

  • Define the overall direction, values and objectives of the Community Noise Insulation Scheme (CNIS) and ensure that Heathrow Airport Limited (HAL) complies with this
  • Evaluate and establish policies and plans to achieve those objectives
  • Ability to understand and meet HAL’s obligations as outlined in the Government’s White Paper, The Future of Air Transport
  • Approve the annual budget, business plans and accounts
  • Invest the budgeted £5m per annum in the most efficient way
  • Evaluate and set the priorities and standards of the delivering roll-out, communicating with stakeholders and controlling behaviour within the board
  • Set clear management targets and executive responsibilities and accountabilities
  • Identify and monitor risk to the CNIS and ensure that these are prioritised and managed effectively
  • Agree and make decisions on all matters that could cause significant financial or other risks to the CNIS, or which raise serious issues of principle
  • Monitor the CNIS performance against plans, budgets controls and decisions through regular critical appraisal, taking account of stakeholders feedback and the performance of comparable schemes
  • Ensure affairs are conducted properly and lawfully in accordance with accepted standards of performance and probity
  • Ensure compliance with statutory and regulatory requirements through effective internal and external audit of the financial control systems
  • Ensure that appropriate Committee structures and processes are in place
  • Agree on suppliers, tools and resources to deliver objectives
  • Take accountability for Project Management and delivery of works
  • Be conversant with developments in the sector – particularly in relation to key stakeholders.
Structure and funding
The body will be transparent in its governance, accountability, membership and financial practices. BAA Heathrow will provide funding of up to £5 million in any full financial year to allow the board to carry out its proper duties.

Administration
The board is supported by a scheme administrator, who carries out the day-to-day administration of the scheme and provides a secretariat function. This person has been recruited and paid for by BAA Heathrow.

Board members

Mike Noakes, Chair
Mike has been appointed as Director and Chair of Heathrow Airport Community Buildings Insulation Limited. He is General Manager Rail for BAA Ltd and a Chartered Civil Engineer. Mike also has considerable experience in the planning and implementation of major infrastructure projects in the UK and overseas. He is also Chairman of Victoria Partnership Ltd and a Director of Paddington Waterside Partnership, which have numerous community based projects under their control.


Ruth Cadbury
Ruth is an experienced borough councillor. She has been lead executive member for Children and Life-Long Learning. She has a professional background in community development and town planning.



Gerry Ceaser
Gerry is a Chartered Building Surveyor in Sunbury. He was a Councillor at Spelthorne between 1973 and 2003 and has been Mayor and Leader of the Council twice. He is a member of the Heathrow Passenger Service Committee, Vice President of the Local Authorities Aircraft Noise Council and is National Deputy Chairman of the National Association of Club for Young People.

Kathleen Croft
Kathleen has been a resident of Stanwell Moor for 37 years, the last 20 years as proprietor of Paws Boarding Cattery. She has been a member of the Stanwell Moor Residents Association for many years, and is the current chair. She feels she is in an ideal position to represent the community both as a local resident and business women.

Andrew Davies
Andrew is a qualified actuary who worked as a stockbroker and investment manager until retiring from full-time employment.  He currently works part-time as a self-employed legal consultant. He is also the chair of Wraysbury Parish Council. He brings financial and administrative experience to the role in addition to being a servant to the community.   

Kathryn Harper-Quinn
Kathryn is head teacher of Hounslow Heath Infant and Nursery School. She has significant experience in education and in working with community groups. Kathryn recognises the role aviation plays in contemporary society, and the importance of ensuring a balance for communities living and learning in close proximity to the airport.
